The Transformation of CDT’s PAL Framework through Emerging Technologies and AI (Part 1)

Historical Perspective:

The California Department of Technology’s Project Approval Lifecycle (PAL) is an oversight and approval process that guides all IT projects undertaken by the State of California. This framework is designed to improve the success of IT-related projects by providing a structured approach to project approval and development. The PAL process is divided into 4 stages with accompanying deliverables and gates of approval:

· Stage 1 (Business Analysis) – S1BA
· Stage 2 (Alternative Analysis) – S2AA
· Stage 3 (Solution Development) – S3SD
· Stage 4 (Project Readiness and Approval) – S4PR

PAL Lifecycle Framework for CDT California

Each stage requires project teams to fill out a separate application. For example, Stage 1, Business Analysis, requires each project team to submit documentation listing the key stakeholders, purpose, objectives and business alignments for the proposed project. The application must then be approved by the organization’s CIO/executives before the project can advance to Stage 2 where it goes under California Department of Technology (CDT) oversight.

Currently, depending on the size of the project, state agencies take 18-36 months to complete a full PAL approval. The most time is spent on Stage 2 of the process, Alternatives Analysis, during which agencies are required to document their proposal’s primary business objectives, mid-level requirements, and evaluate alternative solutions.

Estrada Consulting, Inc (ECI) has significant experience working with PAL initiatives across numerous State of California agencies including the CA Department of Aging, the Department of General Services, Department of State Hospitals, CalRecycle, and the Department of Transportation (CalTrans).

At each of these agencies ECI has documented existing processes, developed improved processes, identified desired business outcomes, defined solution requirements, completed a market analysis, evaluated alternative solutions and identified viable solutions (S1BA and S2AA). We have also assisted agencies in writing the statement of work (SOW), defining appropriate vendor selection criteria and making specific recommendations for the procurement process which are key components of the third and fourth PAL stage (S3SD & S4PR).

The core purpose behind CDT’s PAL framework is to improve the success of IT projects by providing a structured approach to project approval and development. However, like most frameworks, PAL has pros and cons associated with it. Let’s start with the positives:

PROS:

Structured Approach

PAL divides the project lifecycle into distinct stages/phases, promoting a clear and methodical approach to project planning and execution. This reduces the likelihood of overlooking critical elements.

Risk Mitigation

By requiring thorough analysis and validation in the early stages, PAL helps identify potential risks and issues early on, thus reducing the likelihood of project failure or costly rework.

Stakeholder Engagement

The PAL framework guarantees stakeholder engagement throughout the project lifecycle, ensuring their needs and concerns are addressed. This not only increases project alignment with the business goals, but also prepares key stakeholders for the organizational change management that will be important for overall project success.

Accountability and Transparency

Each stage of the PAL process requires formal approval and documentation, fostering accountability and providing a clear audit trail for decision-making and project progress.

CONS:

Time Consuming

The multi-phase approval process can be lengthy, leading to potential delays in project initiation and completion, especially for smaller or less complex projects.

Resource Intensive

The detailed documentation and multiple reviews required in each stage can be resource-heavy, demanding dedication and significant time and effort from internal project teams.

Complexity

The structured nature of PAL adds complexity, especially for organizations unfamiliar with such frameworks, potentially leading to confusion and resistance.

Bureaucratic Bottlenecks

The requirement for multiple approvals at different stages can introduce bureaucratic hurdles, slowing down project progress and decision-making.

In summary, the benefits of utilizing the PAL framework are significant, but the cons must also be taken into consideration as it can be much more time-consuming for internal resources and also lead to project delays.

Emerging Technologies: AI and the PAL Framework

AI has the potential to significantly impact the CDT PAL framework by enhancing efficiency, accuracy, and decision-making capabilities throughout the project lifecycle. In a nutshell, it can supercharge the PAL process while at the same time minimizing the disadvantages inherent in the framework. Here’s how AI might influence each aspect of the PAL framework:

Enhanced Data Analysis: AI can process and analyze large volumes of data from past projects, helping decision-makers identify patterns and predict potential risks. This will enable more accurate project scoping and budgeting during the S1BA stage.

Predictive Analytics for Risk Management: By analyzing historical data, AI can help identify which projects are more likely to encounter issues, allowing early mitigation strategies in S2AA.

Automated Document Processing: PAL requires extensive documentation review at every stage. AI-driven natural language processing (NLP) tools could quickly analyze, summarize, and verify compliance documents, making the review process faster and more accurate. Automated document processing will also reduce the chance of missing critical information, helping CDT maintain the accuracy and completeness required in S3SD stage.

Intelligent Workflow Automation: AI-driven automation can streamline repetitive, time-consuming processes across stages, freeing up project managers to focus on strategic tasks. AI can also dynamically adjust project timelines based on changing requirements or unforeseen delays, helping to keep projects on track within the PAL framework.

Given ECI’s experience with both AI and the PAL framework, we are very encouraged about the potential for AI to significantly transform this process.

To illustrate the point, we were recently involved with a PAL project working on behalf of The CA Department of Aging (CDA). The CDA initiative was to create a single centralized CRM platform across all of their 33 partnering agencies who utilized nine different CRM platforms with different technology stacks and data sets. This would have been an opportune time to utilize AI tools to cross-analyze the data across the various CRM platforms and create a master dataset which would have significantly reduced the time spent on manual processes and analysis. This in turn would have resulted in significant cost savings for the Department of Aging. By the same token, AI would have been extremely useful during the Market Research portion. AI can assist in the review of multiple products from technical perspective to cost analysis, once again resulting in significant time and cost savings for the organization.

Unfortunately, throughout the duration of the project, there was a state-wide prohibition of using AI systems. However, we are now beginning to witness these restrictions being reduced and gradually lifted across the State. In summary, ECI strongly supports the work of the CDT and is a proponent of the PAL framework due to its many benefits – in fact, it’s fair to say that PAL has been transformational in the way the State of CA implements its IT initiatives. Notwithstanding the gains already made, ECI is equally excited about the road ahead where AI and other emerging technologies will fundamentally alter the way IT services are rendered.
