ECI Delivers Expert Project Management Services to Large System Development Project
In findings provided to DMH on May 13, 2003, February 19, 2004, and June 27, 2005, the United States Dept. of Justice (DOJ) published their assessment of Metropolitan State Hospital and Napa State Hospital. Findings from this assessment were communicated to California in a formal USDOJ Findings letter and concluded that the DMH was not in compliance with CRIPA. The findings from the Metropolitan State Hospital assessment were far reaching. DMH agreed with the USDOJ that a general upgrading and modernization of its approach to treating institutional populations was overdue. DMH embarked on custom developing a statewide system that would be deployed at 5 State Mental Heath Hospitals. The system would allow the State to comply with the remediation plan offered by USDOJ.
Within the USDOJ-proposed CRIPA remediation plan, a requirement is included for development, maintenance, data entry, and equipment for monitoring and tracking individual treatment to assure accountability and compliance with the plan. The WaRMSS project represents the technical component necessary to adhere to the remediation plan.
ECI assisted the State of CA with the project management of a custom web based application residing at all 5 mental health State hospitals supporting over 5000 concurrent users.
The WaRMSS project permitted the state hospitals to comply with CRIPA mandates by providing functionality to monitor and track mental health treatments. ECI consultant provided valuable project management expertise allowing the technical teams to develop a framework application that can be extended to meet evolving needs of the State hospitals in the future. The WarMSS project demonstrated a new framework for development of all future IT projects at the State Dept of Mental Health.
The project management staff provided all of the following services:
- Facilitated communication with executive staff, the Department of General Services, and multiple business units as needed for all aspects of project planning, analysis, and system programming.
- Worked with multiple business units and executive staff to define the project scope, issues, and risk mitigation strategies.
- Independently performed complex system analysis.
- Defined project needs, objectives and coordinated support from the various business units impacted.
- Coordinated with executive staff to define the information services and priorities required to meet program objectives.
- Prepared and presented written and oral reports for management and business unit staff.
